Statement
A civic room before it is a building. The great stair is not circulation — it is the place where the city gathers, lit from a single clerestory that moves across concrete through the day.
Design approach
Programme is stacked around one vertical void so that every visitor crosses the same shared space. Galleries are quiet, dark and flexible; the void does the talking.

Exposed thermal mass stabilises internal temperature year-round. 82% of demolition material from the previous structure was retained and reused on site.
